· No Objection Certificate (NOC) issued by the Pollution Control Board, mainly in Taj Trapezium Zone.

· List of Machinery and Tools.

· Affidavit to state that the applicant would hold on to the Legal requirements and the directions issued by the controller.

· Affidavit to state that any court had never penalized the applicant, and the applicant does not have any pending matter in the court.

· Registration document of shop/establishment/factory/municipal trade license, as the case may be.

· Copy of CST, GST, or VAT Registration.

· Certified copy of the PAN card.

List of Documents for Repairer

· Identity proof of the repairer.

· Two Passport Size Photograph.

· Industry Registration Certificate.

· No Objection Certificate from the competent authority.

· The lease agreement of the premises or Document of ownership proof.

· Constitution in case of partnership firm or proprietorship. Registered documents in case of a company registered as per the provisions of the Companies Act of 2013 along with certified copies of Memorandum of Association (MoA) and Articles of Association (AoA).

· Certified copy of employee appointment letter with qualification, experience, and photographs.

· List of Tools, Machinery, and Accessories along with purchase bill.

· In case of a new verification certificate, test weights purchase bill.

· Goods and Services Tax (GST) registration certificate.

· Professional Tax Registration Certificate.

· Valid labour license.

List of Documents for Dealer

· Residential and Identity Proof.

· Two passport size photographs.

· Letter of consent from the manufacturer.

· Manufacturing license if an individual intends to import measures and weights from outside states.

· Certificate of Model Approval for weights and measures to be dealt with.

· The lease agreement of the premises or Documentary Proof of Ownership.

· Labour license / Professional Tax / GST registration.


Who Needs Legal Metrology Act Registration?

As per the Legal Metrology Act of 2009, registration is done in the following cases:


Registration for Packing/Importing Packaged Commodities/Manufacturing

Rule 27 of the Legal Metrology Rules of 2011 has made registration obligatory for every manufacturer, packer, or packaged commodities manufacturer. The registration is done with the Director of Legal Metrology of the central government or controller of legal metrology of state where the importing in or pressing is finished. It does not matter where the registration is done; the following conditions are valid for the whole country:

1. All the Premises of import or pressing referenced in the Registration Certificate.

2. For the things referenced in the Registration Certificate.

Registration for Importing Measures and Weights

1. As per the provisions of section 19 of the Legal Metrology Act of 2006, no person has the authority to import any measures or weight if he/she is not registered with the Director of Legal Metrology of the central government in the prescribed manner and on fees payment.

2. As per the provisions of section 38 of the Legal Metrology Act of 2006, any person involved in the activity of importing any measures or weights without getting registration as per the provisions of the Legal Metrology Act can be fined up to INR 25,000, and the fine will increase if such person and imprisonment repeat the offence for six months.


What is the Procedure of Legal Metrology Act Registration?

· The procedure for registration of the Legal Metrology Act is defined by Rule 15 of the Legal Metrology Rules of 2011. The fee payable structure is described in the 12th schedule, and the registration application format is in the Tenth Schedule of the Legal Metrology General Rules of 2011.

· Standards measures and weights or parts thereof may be imported.

· Vendors or Producers will need enlistment as an importer from the Director of Legal Metrology of Government of India.

· The legal metrology registration application must be submitted in the prescribed form, through the state controller, to the Director of Legal Metrology of Government of India along with the fee of INR 100 in any mode one month before the import. The controller of legal metrology will forward the application with a report on the importer's predecessors and technical capacities.

· The Legal Metrology registration is valid for five years. After every five years, the applicant has to renew the registration one month before the expiry date.
